 On the face of things under EU Directive 2004/38/EC, Residence permits are abolished for European Union citizens.  However, Member States may require them to register with the competent authorities within a period of not less than three months as from the date of arrival. Update 8 February 2008  EU Citizens need to continue  to apply or re-apply for a “yellow slip”. These can now be issued on the “spot”.  Brown ARC’s are not issued anymore but they used to be the “Proof of Registration” that was referred to in the previous incarnation of the procedures.  But if the “yellow slip” is being issued on the spot now then that was why it became superfluous.Proof of registration will be issued immediately on presentation of:

• an identity card or valid passport;

• a declaration by the citizen that he meets the aforementioned conditions, or any other evidence to be determined by him or her. 

But this does not apply because Cyprus still requires that EU citizens register with the immigration department, if you stay longer than three months.

Proof of registration is issued immediately in the form of an Aliens Registration Card, for which an adminstration fee of CYP25 cash is charged. The documentary evidence of that registration is the yellow form. You should receive your yellow permit for temporary residency  within six months of submitting the application.

Nationals of any Member State who move to Cyprus in order to pursue activity as employed persons are granted a residence permit.  The residence permit is valid for not less than five (5) years from the date of issue and it is effective throughout the territory of the Republic.  It is automatically renewable upon the request of the person concerned.

Application forms for the issue of a residence permit are available at the Civil Registry and Migration Department of the Ministry of Interior and at the District Aliens and Immigration Branches of the Police.  They are also available at the web site: http://www.moi.gov.cy. The application form must be submitted within three (3) months of entry in the Republic.  The residence permit is issued within a maximum period of six months from the date of submission of the application to the above mentioned Department or Police Branches.

For the issue of a residence permit for employment the following documents are required;

  • A valid passport or identity card and a photocopy of it with which the EU National entered the Republic
  • A confirmation of engagement from the employer or a certificate of employment stamped by the Labour Department of the Ministry of Labour and Social Insurance, in which the duration and type of the work provided by the employee is stated and
  • Two (2) recent passport sized photographs

Completion of the formalities for obtaining a residence permit do not prevent the immediate employment of the applicant.

Nationals of any Member State who are going to provide or accept services in Cyprus, should first secure the relevant professional permit required by relevant Laws of Cyprus before they apply for work and residence permits.

If you are retired or retiring to Cyprus the process remains the same: if your stay in Cyprus is to exceed three months you need to apply for a residence permit. You may apply for this a resident’s permit as a retired person and will be given a permit renewable after five years.

The requirements remain that you should be able to demonstrate that you can support yourself through pension or savings and have private medical cover as Cyprus has no National Health system on a free for all basis..

But there are exceptions for those above retirement age and those paying social insurance contribtions in Cyprus.

New immigration law in Cyprus to help property sales

The Department of Interior of Cyprus has adopted a new law regarding the immigration. The law allows non-EU citizens, who legally purchase property in Cyprus of a value exceeding €300,000, to be entitled to apply for and receive an immigration permit. An immigration permit is the equivalent to a permanent residence permit in Cyprus.

The new law will reduce time consuming immigration procedures and is expected to encourage non-EU nationals to purchase property in Cyprus. There is an expectation that the new law will boost property sales on the island and help the property market, which in the last year due to the massive outflow of foreign buyers, especially British, has been experiencing steep downturn

You will need your passport when you go to make your appointment.

After your details have been taken you will be given:

(1) If you are an EU citizen an MEU1A form (in Greek & English) which can be filled in later & has to be taken to your appointment

(see form at http://moi.gov.cy/index.php?m=62&sm=88&l=2)

(2) a piece of paper with your name, nationality, the current date & the date of your appointment. At the bottom of the paper is written “Number of interview” & this is the time of your appointment & your number on that day’s list.

(3) a list of the documentation you have to take along for your appointment (also detailed on the form)

As UK pensioners the documentation we needed for our appointment was:

1. Valid passports + copy, for each person

2. Tenancy contract or contract of sale + copy

3. Pension certificate (proof of state pension, private pension) + copy

4. Health insurance or form E121 + copy

5. Up to date Bank statement from a local bank, signed & stamped & showing movements of the account

6. Marriage certificate (in English or Greek) + copy

7. One passport size photograph for each person

8. Completed Form MEU1A (everyone is entered on the one form)

During your appointment you will also need to pay an application fee of €8.54 for the head of the family! Plus €17.09 for each additional family member.
