Summary of the Article:
Recent changes have been made by the Coalition Government to Planning Policy PPS3 where the previous requirement that new housing was supposed to be built at a minimum density of 30 units per hectare has now been dropped. Gardens are no longer classified as ‘brownfield’ sites and that will reduce any incentive for councils to rely on garden land for development sites. Our local planners at Rochford District Council have been asked by how much the rules have changed. The answer is : not very much, so far.
Councils Can Surely Halt Housing Development Decisions – if they really try !!
Sarah Calkin’s article on “Housing targets are to be scrapped” published on the Echo Online on 5 June carried some fairly luke warm comments from Councillor Keith Hudson who is the Cabinet Member for Planning on Rochford District Council.
I have heard Councillor Hudson say in public many times that he did not wish to see so many houses built in Rochford District but that he had no choice but to put forward such proposals because the Government required this by Law.

Against Homes Development Proposals in Rochford District
Emma Thomas (emma.thomas [at] nqe [dot] com) wrote a great double page spread in the Echo entitled “United Against Homes Proposal” which reported on the representations that were made by many residents’ groups across Rochford District to a Government Planning Inspector.
As an objector myself (district councillor John Mason) I came away feeling so proud that there were so many people in our community who were prepared to enter a public inquiry to make their views so well known.
But I have pondered on the question of was that enough for common sense to prevail?
Two Hawkwell Buses per Hour from May

Good News !! Local Campaigning works even though the time lag was one year !!
Nick Blackall,the Essex County Council Local Bus Service Manager has announced that from 2 May 2010, Hawkwell will see an increase to two buses an hour to Southend and Hockley one of which will extend to Rayleigh every hour as now.
In addition there is good news for Hockley as well because a temporary improvement will now be made permanent.
The section of the 7 route between Ashingdon and Hockley along Greensward Lane will increase to four buses an hour to Southend and Hockley and again one of which one will extend to Rayleigh every hour as now.
There Is No Hawkwell Split

There is no Hawkwell Split !!
There are three residents groups in Hawkwell with a common theme which is, on undisputed common ground, simply to oppose development. They are all different with their own identities and committees.
The Hawkwell Residents Association (Hawkwell RA) was formed in 1994 and is headed by two Hawkwell Parish Councillors, Angela Heath and Alan James.(http://www.hawkwell.net)
The Hawkwell Action Group (HAG) was formed at a public meeting in June 2008 and is run by Jamie Popplewell as Chair, with Committee Members, Carol Dutton and Pat James (http://www.hawkwellactiongroup.org.uk)
Latest News – Hawkwell Planning Appeal

I have to tell you that it was pointed out to me in a legal opinion that because the Council was NOT contesting Highway matters in the Appeal then if I
had done so, and continued to have the legal status (Rule 6) of a full participant in the Appeal, then I personally ran the risk of an application for
award of costs being made against me !!
I did not feel that could just drop the highway concerns that residents have raised with me and I could not face the risk of costs being made
against me either. So instead of being a special participant I will now have to just act as your Councillor who CAN raise highway issues.
Hawkwell and Coombes Farm – Possible Tests of a A New Government?

I have had several conversations with local residents this weekend asking what they can do about the Planning Appeals in Hawkwell, Christmas Tree Farm/Thorpe Road and Coombes Farm,Rochford/Stambridge.
Public Comments close on both Appeals on Wednesday, 27 January 2010.
Both Appeals will be heard by Public Inquiry in April following which the Secretary of State makes a decision based on the Planning Inspector’s report.
You could contact Caroline Spelman, Conservative MP because she could decide the fate of Coombes Farm if the Conservatives win the election as the future Secretary of State for Communities & Local Government.
Snow Causes Major Power Loss in Hawkwell

The forecast snow storm came as predicted at around 9 pm on Thursday, 17 December and in just a half an hour had brought down a high voltage cable in Rectory Road plunging 500 houses into darkness and bitter cold for 15 hours.
The Rochford Independent contacted the Emergency Planning Officer at RDC as soon as the Council opened because telephone lines to EDF had been jammed since the night before and no one knew what the situation was yet alone having news on BBC Essex, Essex FM/Heart.

As I have said in another recent article my congratulations to residents in achieving firstly, a reduction in the proposed quantum from 330 to 175 in the Core Strategy and secondly, by convincing Rochford District Council to refuse a subsequent planning application for 330.
But there is much, much more to do if the wishes of the majority of residents are to be finally achieved .
Rest assured that I will continue to use every opportunity in Council to represent the interests of the majority of the residents of my Ward.
Hawkwell Planning Application Refused
The Rochford Independent congratulates the individual residents who made written representations to Rochford District Council and to the organisations which ran campaigns of objection, namely The Hawkwell Action Group (HAG) and The Hawkwell Residents Association.
The David Wilson Homes Planning Application was Refused Permission last night, 3 December 2009, by the unanimous recorded vote of District Councillors present at the Development Control Committee.
One of the Ward Councillors, John Mason, led the debate having heard a presentation by Officers, and speeches by Mr. Hull on behalf of the Applicant, Parish Councillor Myra Weir on behalf of Hawkwell Parish Council and John Dagg QC on behalf of The Hawkwell Residents Association.
