Crime Updates from Essex Police

VEHICLE CRIME:

Overnight 8th July into 9th July there was several thefts from motor vehicles in the Hawkwell area. There was also sheds entered, possibly where the culprits are looking for tools to use to commit crime??

SUSPICIOUS MALE:

On 7th July, a suspicious male was reported calling at an address in Jubilee Close, Hockley claiming to be from Dynarod. He had no uniform and no ID. The male was white, late 20’s / early 30’s, approx 6’01”, slim build, short dark brown hair, wearing grey trousers, red T shirt with green stripes going round it (possibly a rugby shirt.) The male stated there had been a report the drains were blocked. The informant to police claimed the male seemed surprised that someone was home.

Meeting with Chief Inspector Andy Prophet

As your representative on the District Council, John Mason met with Chief Inspector Andy Prophet and PC Steve Joynes at Rochford Police Station on Thursday afternoon.

They gave him the opportunity to talk in depth about the problems that residents have been experiencing and the concerns that they have.  John emphasised that if Essex Police see Clements Hall as a good place for the young people to congregate and they support the Teen Shelter then Essex Police must be resourced both for supervision and action to be taken about under age drinking and drinking anywhere in that area because it is banned.

Neighbourhood Watch Week

National Neighbourhood Watch and Home Watch Week starts on June 16 and in Essex this will focus on developing safer communities in collaboration with Essex Police.

Essex Police is providing £70,000 to Neighbourhood Watch to help support the invaluable work of this voluntary organisation.

Neighbourhood Policing Inspector Scott Egerton said: “Neighbourhood Watch is an important partner with whom our Neighbourhood Policing Teams work to address community priorities including including the reduction and prevention of crime and anti-social behaviour.”

Alan Johnson from Neighbourhood Watch in Essex said: “Neighbourhood Watch opens the channel of communication between the police and neighbourhoods helping crimes be prevented and detected.

Anti Social Behaviour in Hawkwell on 7,8,9 May

“On Wednesday night/Thursday morning the kids were over there [Clements Hall] drinking and shouting abuse until 1.30 in the morning. The state of the park on the Thursday morning was disgusting, spirit and wine bottles and cans.
 
Last night, Friday, 9 May was worse, the kids were still over there shouting abuse, drinking, lighting a fires until 4.15 am.”

There were over 250 youths gathered. Youths had come from Rochford, Rayleigh and possibly Shoebury, to mix with Hockley / Hawkwell youths.
 
It is now a wider problem when Year 11 students get together and consume alcohol in large numbers. It has become an annual event with no signs that it will stop in the immediate future. Clements Hall is designated no alcohol and signs indicate that, but the youths ignore it.

Overworked Rochford Police are asking public for help

POLICE officers are searching for volunteers to give up a few hours of their time to help free up police in their area.

Chief Insp John Walker, of Rochford police, said civic-minded people of all ages could make the most of their skills, whether they are in accountancy, human resources or manual labour, by helping police with small tasks.

They could even spare just a few hours to water the window boxes, wash police cars or help with administrative tasks.

Mr Walker said: “One of our big drives is about engaging with the general public, making sure we work closely together to improve the community.

New Youth Centres possible in Rochford District

There appears to be a general consensus both from the general public and youngsters that designated meeting areas, which are supported by all, are preferred to ad hoc gathering points on street corners or other inappropriate venues. Consultation with youths across the District has already confirmed their perception that they have nowhere to go.  It therefore appears that we are all united in recognising the need to identify suitable locations for youngsters to meet up.
 
I was actually referring to some preliminary discussions about re-establishing a youth club at Rocheway, Rochford and in proposals for a new youth club in Eldon Way at Hockley.
 
In summary the police would support buildings and locations that diverted the prospect of anti social behaviour away from more residential areas, but we will do no more that support the general principles.  It is very much in the hands of local residents and councils to determine whether specific locations are deemed appropriate.

This is a Panel of Residents put together by Essex Police.

The names of the members are not published and will change from time to time as it would be pointless to always have the same voices. It is not open to Councillors or people with any particular political view.

The agreed priorities will be published in various ways, initially on web page http://www.essex.police.uk/hockley

Where it says Hockley the Police mean Hawkwell/Hockley (it says Hockley because that is the name of their team!!)

The Neighbourhood Action Panels (aka NAPs) are intended to set the Neighbourhood Policing Team priorities ie speeding, nuisance, youths etc.,

Yes, this is anti social behaviour by adults as well.  Not just the youth !!

At the request of a significant number residents I contacted PC Steve Joynes and asked for the new digital speed panels to be deployed in these areas.

What you may not know is that they recorded the actual speeds for further analysis.

I have asked Steve for the data and I will let you know what we found and what action can be taken.

Parish Council to discuss Village Bobby for Hawkwell

Anti Social Behaviour : Matter of Concern Number 1, Residents Survey - Hawkwell West 2007

Residents living in the vicinity of the Hawkwell Playing Fields (Harrow Gardens, Hawkwell Park Drive, Park Gardens, Victor Gardens) are beset with anti social behaviour and there are often a number of incidents over the weekend.

I have advised residents that Parish Councils can now fund a PCSO for their area and more or less have this resource ring fenced. 

A resident has written to the Hawkwell Parish Council on behalf of all residents in that patch to ask the Parish to do this.

I undertook a visit to Essex Police Headquarters as part of the Anti Social Behaviour Review being undertaken by Rochford District Council.

We met Assistant Chief Constable (ACC) Carmel Napier who is in charge of Neighbourhood Policing.  Rochford Area Commander, Chief Inspector John Walker reports to Mrs Napier.
